HLC, Makman, and Comarch Win at Telecom Review Excellence Awards 2026

HLC, Makman, and Comarch have been named joint winners of the “Best OSS/BSS Solution” award at the Telecom Review Excellence Awards 2026. The accolade recognizes the successful live deployment of North Africa’s first Level 3 Autonomous Network across Libya’s national infrastructure.

Transforming National Infrastructure Without Service Interruption

As the operator of Libya’s core connectivity backbone, HLC required operational modernization without risking live service stability. Using a phased Minimum Viable Transformation (MVT) approach, the partnership integrated advanced BSS capabilities, OSS automation, and AIOps directly into the live multi-vendor network.

The OSS/BSS deployment delivered immediate, quantifiable operational gains:

  • Sub-minute provisioning and instant order execution: End-to-end orchestration and modern order management reduced Fibre-to-the-Mast (FTTM) provisioning times from days to under 60 seconds where physical infrastructure is present.
  • Predictive fault resolution: AI-driven event correlation detects and evaluates root causes of network degradation in under a minute.
  • Unified operations and cost reduction: Consolidating network data into a single unified inventory eliminated redundant engineering workflows, while predictive maintenance significantly reduced unnecessary field dispatches, lowering operational costs (OPEX) and supporting sustainability goals.

“Modernizing our national infrastructure while safeguarding live services required a pragmatic, forward-looking strategy,” said Hatem Saleh Zennad, CEO of HLC.

“Partnering with Comarch Communications and Makman allowed us to embed autonomous capabilities directly into our core operations, cutting service delivery times from days to minutes and establishing a dependable digital foundation for Libya.”

Built on Open Digital Architecture Standards

The solution adheres to TM Forum’s Open Digital Architecture (ODA) standards, utilizing AI/ML alarm prediction to govern automated network actions safely. By decoupling commercial order capture from fulfillment via open APIs, the platform enables a Network-as-a-Service (NaaS) model that allows ISP partners to trigger automated provisioning instantly.

“Achieving true Level 3 autonomy in a complex, multi-vendor live network proves the power of combining open standards with agile execution,” noted Zackaria Farhat, VP of Growth & Partnerships at Makman Technology Consulting. “This project demonstrates how operators can modernize legacy environments efficiently without high-risk overhauls.”

“This award validates that fully integrated OSS/BSS suite and Level 3 Autonomous Networks can be deployed safely within critical production environments,” concluded Paweł Workiewicz, Chief Commercial Officer at Comarch Communications. “Anchoring this rollout in open standards creates a scalable, vendor-neutral model for network evolution across the region.”

Looking ahead, the unified platform prepares Libya’s telecom backbone for future high-bandwidth demands. The strategic collaboration also opens new commercial opportunities for local service providers seeking automated, on-demand network access.
